I can think of a few things that we are starting to move towards: 1. Partner with debit cards, ebanking, paypal and any other locally preferred payment providers (in general the eBanking systems ask for SMS/ secure id to be entered before confirming the purchase) 2. Provide 100% refund guarantee on credit/debit cards if any fraud is detected before product delivery 3. SMS confirmation with their personal number to confirm this transaction 4. Provide verification from the top encryption providers 5. Potentially , when mature, differentiate services on CoD vs. Online payment (e.g. delivery days, etc) to optimize for the higher cost of delivery

Here's what I think about the above (and more): 1. "certified" : You'll need to educate me (consumer) more on what the certification means, and why should I expect it not to be breached (there's a lot of cynicism on anything "certified"). 2. "instant refund" : Personally, yes. If there was a way the delivery guy could simply press a button "He said Nay!" and the money was instantly refunded to my account / card. This would a safety valve for the consumer. 3. "escrow / transfer" : This is simply another way to look at (2). However, it adds another "step" in my perception of the order-delivery process. I would prefer (2) over (3). 4. "accept cards at door" : This is the last-step experience change : This is an ease for the e-commerce company, not a major differentiator for the consumer. If I combine points (1), (2), and (3), there is space for a Paypal-like company that becomes the conduit between the e-commerce company and consumers, to replace the cash-on-delivery pain. Unlike banks, this company enrolls only merchants that offer an "instant refund" on a no-questions-asked policy. Consumers would feel safe putting their money in such an escrow because they would always be able to force a refund and shop under that safety cover.
