Sorry, I couldn't find any info on how much salt it would take to turn a bag of ice into a block in water, but it would depend on how big the bag of ice is. Salt is often used in ice cream makers to make the water surrounding the inside container cold enough to freeze the cream. In fact, within half an hour or so, the super cold water can freeze sweetened cream enough to turn it into ice cream.
