If you wanted to enable rate limiting based on a user's cookie, what percentage of users should you expect will know how to get around the rate limiting by clearing their cookies?

There are many more sophisticated means by which you can set rules against a unique user's (or account's) activity, but using a cookie-based option is attractive for a signal test. Other (mostly) lightweight options include email verification or FB identity, but it's not difficult to create new accounts with different email addresses and/or Facebook accounts.
