What are the people digging for in the newspaper recycle bin in Montgomery Bart station in San Francisco?

Anytime in the morning say between 7-9 I almost always without exception see someone digging through this blue newspaper recycling bin for *something*. Coupons? Language specific? What gives?

Answer:
I used to commute by BART from time to time, and like many people I liked having something to read on the train. Sometimes I'd forget, and avail myself of the big bin of free newspapers. Personally I was looking for the front page, the local news, the weather, and the comics.
