It depends on what you call large scale. If you're talking billions of images, I only know one that can handle such scales: TinEye. They only match very similar images though (you wouldn't use them to recognize photos of objects for instance). If you're talking about a few million images, most serious IR providers will be able to handle such a scale. Below 1M images it's more a question of accuracy, pricing and speed.
