What would cause a PC to "flood" a home network when connected to wifi?

When Desktop is connected to the network, even when completely idle, all other network connection slows to a dial-up crawl. When Desktop is NOT connected, I get 12-20mbps downstream speeds on all other devices connected.

Are you using a cloud based backup solution? It is possible that your PC has been compromised and is being used as a bot. Have you tried sniffing the traffic? You can use a tool like smartsniff or currports from here: http://www.nirsoft.net/
