Why doesn't Facebook offer retargeting for its Ads?

I believe Facebook could become the biggest and most profitable retargeting advertising platform in the world. I'm sure you know, but retargeting is the concept of displaying ads to someone who visited your site on another site. With all of the "Like" buttons on sites around the world - Facebook already knows exactly what sites people are visiting and when. Those same sites likely have Facebook Pages - and are the same companies who would pay Facebook big advertising dollars to get back in front of those customers when those customers are on Facebook. The advertising isn't always click based - impression based works for these retargeting advertising programs, and you have visibility on the impact the advertising has. Not only can you track the clicks that occur on the ads, but you can see when that customer who you did the retargeting ad go back to the customer's site via traffic back on the Like button. Facebook has the perspective of the entire lifecycle for this advertising which nobody else has!! This would make Facebook's ads even more relevant to the user - and be the perfect way to monitize their social network. This is the holy grail of how to monetize Facebook's social network. What's everyone's opinion on Facebook adding retargeting to their ad platform potentially working as described in the original question? Would there be another privacy uproar, or is this type of advertising operating in the gray area between privacy and accepted advertising practices? This seems like a perfect opportunity for Facebook to innovate in an area that could be a huge impact to their advertising revenue stream.

Facebook is a very focused company. If they're not already doing this (and something tells me that they're probably doing this already with select partners) then they're working on more immediate priorities. I wouldn't doubt that something like this is on their pipeline.
