Is an audio interface really necessary?

What web technology is necessary for a dynamic and interactive front-end interface that will contain user-generated text and audio?

  • Think: “floating” text which is paired to “floating” audio on a website. The content will be made up of open questions to bounce off of.  Corresponding audio to text can be heard as a mixture of questions (almost like gibberish), and randomly, single questions should fade into the center of the visual and auditive experience, focusing on one single question which one can click on to post (bounce)  further questions to. I'm thinking html5-java script, webgl, http://dsp.gs....
