Music Licensing: Why don't sites that release DJ Mixes also offer archives of old mixes? (e.g. BBC Essential Mix, Resident Advisor Podcasts, etc.)

Is this due to licensing issues? BBC essential mix, RA podcasts, Fact Mixes, all of these are only up temporarily and then become unavailable. Why don't these sites keep them up? If it is a licensing issue then couldn't they use a service like MixCloud that takes care of paying royalties to license holders?
