When you run out of storage on Gmail and restore some space, do you receive the emails you missed in the interim?

My personal experience as an end-user in 2011 suggests there is a small, discretionary quota that kicks in once you meet your Gmail storage limit**. This stores and then flushes through email as you delete items / free up space. Thereafter, any forthcoming email isn't stored and your sender's begin to receive non-delivery emails just as they'd do from any other email provider. **I'm unsure what the discretionary quota is and I doubt Google will public reveal this.
