How to redirect URL on refresh in Angular?

Is there a custom short URL service (like Bit.ly's) that enables me to redirect the root custom URL to a website for free or cheap?

• http://bit.ly enables you to set up a short URL where, say, http://1y1c.ca replaces http://bit.ly, so that http://1y1c.ca/foo becomes http://Bit.ly/foo. I want that, but I also want the root URL to point to a different site. http://bit.ly includes this as part of their enterprise package at (gulp) $995/month. Does another custom short URL provider offer the same functionality for much, much less money? Or is this something you can do with DNS magic?
