It's not really about the content being open access in this case. What you're looking for is how you want to present it and how to make it accessible by searching or filtering. As to how to do that, you can use either of the CMSes that I'm familiar with: WordPress or Drupal. I've used the https://wordpress.org/plugins/tablepress/ plugin in WordPress and used some add-ons from the creator's website to add fine-grain filtering options. Or in Drupal, I use https://www.drupal.org/project/views and a lot of elbow grease to make a highly customized experience. Sure! If the site is online, you can point to it all day long. Just don't take their content and post it on your own site.
