What exactly are Rss feeds?

What alternatives to Yahoo! Pipes exist for filtering and aggregating RSS feeds?

    One highly technical solution, would be to leverage Google AppEngine, there may already be an app you can install for it. I've written one of these, although I ended up going back to Yahoo Pipes, because of ease of configuration. In my experience, Yahoo Pipes seems to scan once maybe twice a day your feeds, which is why they appear slow.

I believe http://www.Feedblitz.com  offers this service. You can certainly tag / categorize blog content and create a feed only for certain tags creating a dynamically filtered effect

Try http://bazqux.com. It's an RSS reader (non-free) with built-in filters. If feed is realtime-enabled you'll get filtered results in realtime. You could also put filtered feeds in folder and make an RSS feed from this folder (right-click on folder and select "Public feed").
