    There is a fair bit of material on this from the Forms product management team - myself coming from the WebLogic/Coherence/GlassFish product management org, I run into Forms modernization questions a fair bit so have these filed away for customer reference: "Migrating Forms to Java or ADF, the truth and no FUD" https://blogs.oracle.com/grantronald/entry/migrating_forms_to_java_or which links to a number of papers and documents on this topic. Grant Ronald who is the product manager who wrote that blog can both give the plan of record for the future support of Forms/Reports - continuing for a very long time given the huge install base - as well as more detail on the above approach. Doesn't remove the applet but let's you live within that context with a fresher look and feel. In my experence the best solution is a migration to ADF. However, you should ask yourself why are you migrating at all? What are you seeking for and what are the improvements and benefits you expect? The things people seek mostly are the web features as they really ease the access. Additionally, if you consider the mobile boom most of the managers really need mobile access. Another reason is the better UI which the old form technology cannot achieve in a 100%. Likewise, ADF is metadata driven - not code, it promotes service oriented development and is the chosen technology by Oracle for the future business applications. Moreover, considering the big data issue you need a better running forms with morern technology behind (Java EE) which will allow later for a better and fully usable SOA or BI solution if needed. There are many reasons why one should migrate but also there are many reasons why one shouldn't as the migration process is lenghty and expensive and not always successfu in a 100%. Moreover, these products allow an agile migration meaning that you can migrate form by form and seek the end users feedback while using these single ADF migrated form. No need of the big bang approach that is really time consuming and expensive without knowing at the end what the results will be.
