    To look at the price is the wrong metric, you have to look at the value.  All consumers are not created equal, and so the value of advertising to a consumer is not equal, ergo, neither should the cost be.  With todays technology you should be targeting individuals who have a high propensity to interact with your product and not limit yourself to one media owner, website or network. Cheap can work out to be very expensive, and the average for someone advertising a Rolex will be very different to someone advertising free business cards.  You need to think about objective and not price.

This is really going to depend on the inventory available - is it mobile or desktop? Is it a content site, a blog, a mobile game? What types of users do you have? Is your content engaging enough to keep those users coming back (and good enough they will put up with your ads). There are a lot of factors that come into play when deciding what the "best" price is. Not sure what you mean by ad services, but in terms of ad networks and ad exchanges, it's always best to have a couple of them compete against each other to see which performs best. If possible, do an A/B test with networks and exchanges to see which ones give you the highest value for your inventory. There's no one size fits all solution for advertising - it's really testing out as many options as possible and seeing what works best for YOU.
