Check out http://www.tabillo.com, i'm being partial but we created this tool for 1 reason and 1 reason only - help SME's simplify information access. I would say it is for users who just cannot capture all information & knowledge in web tools like Freshbooks, Basecamp. There will certainly be an API going forward & the 1st client on Tabillo is a government entity in Toronto with 25 users.

We are building a solution for these sorts of problems at https://tallyfy.com/ ETA for readiness is about 1 month from the date of this post. After creating a snippet, page or business process in Tallyfy, you must select a recurring maintenance schedule assigned to a person. This automatically generates a recurring task e.g. each month to a person e.g. Head of HR to maintain an item e.g. Vacation Policy. This gets over the content governance problem. When you create a process or procedure and it changes - everyone affected by it is asked to press an âAcknowledgeâ button to verify they have seen the change. We hope this cracks the change management problem, without making everyone actually track it every time they do it. When you watch a folder or tag - all changes and new items posted against it land in your notifications feed. We intend to build incredibly good search, allowing you to link to and find anything. Anyone interested should let us know - our roadmap is easily influenced :-)
