    You would have to find a proxy server that isn't currently on the block list, to do the web surfing on your behalf.  Proxy servers actually tend to be low-brow and can provide a means for infection by malicious code. A safer way is to actually use the google translate function.  Go to google translate, and have Google translate the webpage on your behalf from any language to english.  If the page is already in English, it will make no difference. DISCLAIMER: this is most likely a violation to your school's policy (the whole reason the filter exists in the first place), and could probably result in some sort of administrative punishment.

An approach I used with a highly restrictive employer for access to static sites (it won't work for social media or other things that change frequently) was to prefix an unacceptable URL with the string "https://web.archive.org/20202020202020/".  Actually, any date in the future will do, but seven 20s are easy to type.  If there is a copy of the page you want at the Internet Archive, the most recent one will be loaded.  You may have to click the back arrow in the upper right corner of the view (not your browser's back button) one or more times if the page is no longer on the Internet, as the archive is not too picky about saving 404 pages.  You may also get a popup saying the page is not in the Archive but is available on the network; if so, accept this and after a short while you'll see the page and make it faster for yourself or anyone else to fetch the next time.

Count on getting caught. Network admins aren't stupid. If I was your network admin and I caught you trying to work round the filters I'd put in place, I'd be very unhappy and probably request a fairly severe punishment including loss of Internet privileges for a few weeks. There's really no way we can answer that - it depends on what your school has chosen to block. Generally speaking, if they block your VPN's servers they also block their website, so you can probably visit different VPNs' websites and see what comes up.
