What are the best methods to refresh computer science education?

Many students in the Arabian countries were forced to transfer to universities out of their home country because of the "Arab Spring". As usual, this take up to 12 months of searching and applying and getting a Visa. So what do you think is the best way of refreshment their education?

Answer:
Get a western degree. In my opinion, it's not normal to come out of computer science in Algeria and not know what a recursive algorithm is.
