Can I use "my Facebook fans photos" (that they have shared with me) in advertising pieces free from copyright?

I am curious that if facebook owns all photos people share until they delete them, that if I also can use all photos in my Fanpage that Fans have uploaded on my page. I want to make sure or at least ask people for permission. Wondering if it is necessary to ask or people lose all rights to the photos.

No and no. Facebook doesn't own your copyrights ( see https://www.facebook.com/help/?page=211911528839661 ) - they have a limited license to use your photos. And by no means does this abstraction give you any rights to use other people's photos posted to your page: those copyrights belong to the posters.
