How to load a Java web app in the terminal?

I want to know the best front end framework that  I can use for Java web app or PHP web app?.

  • From mockups to production UI within minutes. I should be able to build test app with nice widgets within minutes. I see Bootstrap from Twitter and swiffyUI from java community. The thing is I am not that great in front end stuff like javascript. I want to be productive that means fast. This should run from mobile browsers to computer browsers, what do you suggest?. I should focus more on the business logic and overall application code.

I recently made a website http://www.germin8.com  using Bootstrap framework only. - Fully Responsive - Modernizr takes care of feature detection in browsers - Basic widgets like Modals/Alerts/Carousels already in Bootstrap.
