IT Management: What is the connection between IT leadership changes and project failure?

Curious if anyone has any statistics around the link between frequency of IT leadership and organizational change and IT project failure. The rate of IT leadership and organizational changes seems to be accelerating and thus curious if project delivery is disproportionately impacted in some measurable way.

Answer:
In my view, the connection is straightforward - IT leadership represents one of the key stakeholders of the projects who define expectations on how the work is to be done and what the result should be. In addition, it accumulates a lot of tacit knowledge in all areas during the course of the project. When the leadership team is replaced, expectations are likely to change and the knowledge is lost, which is a serious blow to the project, unless managed properly.

In UK government IT projects, this has been a perceived problem in the past, and it has been recommended not to change the leadership mid-way through a project. However... surprise, surprise, this has now happened again in the Universal Credit project. Personally, I would point out however the obvious point that if the leadership is being changed mid-stream, that may point to deeper problems in the project - problems that may in fact have been the fault of the leader who has been replaced. I'm just speaking in general terms now, not specifically about Universal Credit.

When a project fails, it is only natural for people to look around to determine which individual is to blame. However, when we were able to step away from the project loss, gain some perspective, and then do an objective retrospectiveâ¦we realized several plays and missteps contributed to the project loss.
