Facebook Ads: Why not see the option to "promote post" on my fanpage?

The fanpage has over 500 fans and I am the general manager, or I am eligible. Will have to be necessarily an advertising account?

Facebook's promoted post feature seems to still be rolling out. Access is given per person and not per page. So if someone has access to the feature, they have access to it for all the pages they admin. I still know several people who cannot see the feature yet. Regardless of the fan number.
