Why are many free android apps (gmail, maps, youtube etc) not available for download in some countries?

I live in Chile and have an Android phone. I have apps like Gmail, google maps, youtube already on my phone but I don't receive any updates. When I search on my phone in the market it cannot find apps like gmail, maps and youtube. On the web it finds it but then tells me that these apps are not available in my country When I recently was in the USA I removed the SIM card and connected via Wifi and promptly received all these updates. Why are these apps not available in Chile (and other countries)

I don't know why, but some developers choose not to distribute the apps in some countries. Certain Google Services such as Maps Navigation and Google Voice are not available in certain regions due to licensing and regulatory restrictions. However I am not exactly sure why they choose to restrict apps such as Gmail, Google Maps, Google Earth etc in some countries. There are a few workarounds to get these apps in restricted countries: 1. Connect your phone to the computer and login to Android Market (Google Play) through your computers web browser. Search for the restricted app and see if the download option is available. For me I could download the latest version of Google Maps from PC to phone while my phone's Android Market app said the app was not available in my country. 2. Use the method specified here http://www.transformerforums.com/forum/applications/4989-installing-apps-not-available-your-devices-country.html to get them.
