I have a blog on WordPress.com, can I use the same domain for WordPress.org? And do I have to do this before installing WordPress.org?

You have to export your http://wordpress.com content and import it to your http://wordpress.org site,then you can keep the same url.

My problem is the XML file does not download into my computer so therefore my other website can not import it. I have spent over an hour looking for the darn thing.
