Why can't a smartphone be used as a wifi repeater?

If it has an a/b/g/n wifi antenna, and can already be used as a hotspot broadcasting 3g and 4g signals, why can't it repeat an existing wifi signal and broadcast to other devices?

Because no company bothered to add this feature to the wlan stack. It can be done, but what would be the use case?
