West is a great producer, but when he tried to break into the rap scene, artists like Jay Z refused to sign him as a rapper because he felt he was just a great producer. He tried getting signed for a little over a year, maybe two, before he was signed. Thus, he came into the rap scene late, hence the name "Late Registration".
