Why doesn't Microsoft put all Android manufacturers under pressure on the Android patent issue?

• When first time the news of MS extorting money on Android platform broke out, it was concluded that this is being done to stop growth of Android platform, also to put indirect pressure to go with WP7 platform. From what I have heard HTC, Samsung and some other smaller companies are being made to sign licence agreements by MS related to Android patent issue. However if you look at it both of these are MS partners for WP7 platform, and MS is still asking for patent deals, on the other hand manufacturers like Motorola and SE have clearly declared their lack of interest in WP7.
