Does the Google Maps API or any other API include real-time traffic when calculating directions?

We need to calculate the time it takes to get from point "a" to point "b" including traffic.

Google Maps launched "Time in Current Traffic" for the Maps API on the 4th of October 2012 (Blog post: http://googlegeodevelopers.blogspot.com/2012/10/traffic-estimates-now-available-for.html) Using both live and historic traffic data, the Google Maps API enables you to see the estimated length of time your journey might take. In areas where the information is available, this feature evaluates current traffic conditions and is constantly being refreshed with the most accurate, up-to-date estimate possible. Once you make a directions request through the API, it returns both the duration of the trip and the estimated duration in traffic, as minutes. Note: This feature is currently only available for enterprise API customers.
