What does a potential employer do if they're interviewing a single candidate for a position, and the candidate has one of three references glowing, and two neutral?

    The employer shouldn't look at references as the end all, be all. References should be a tool to understand how to best manage a new employee and get the best out of them. You never know what kind of biases exist and the responsibility of making a hire really should hedge on the hiring team successfully vetting and coming up with predictive challenges. If there was one glowing and 2 neutral, and the employer is adamant on wanting strong references to move forward, an off the record back door reference is always a potential option, but something you should really only do when necessary.

I would look at the 2 neutral references as a yellow flag.  The candidate picked the references and presumably prepared them, yet couldn't find 3 people who would provide glowing references.

It would also depend on what you are hiring the person for, what you can offer, and your organization. If the glowing reference matches what you are looking for, then it is good enough.
