Is it illegal to use an SSH tunnel or any kind of proxy to access a website blocked by the Great Firewall of China?

    Like most things in China, it's about the spirit of the law and not the word of the law. The laws about encryption are pretty vague. However, whether or not it's legal doesn't actually matter. What matters is whether or not you're using it to do things the government would not like you to do. (Read: The government doesn't particularly care if you're able to get across the firewall. But they DO care if you are using it to spread blocked information with locals, organising a politically-sensitive event, etc.) That said, if you're using it for strictly personal use only, nobody will care. I do it all the time.

I don't think that's illegal. The excuse of the blocking is the content in those sites are illegal (porn, reactionary ……) Merely access to them, no further spreading, is not banned in law. And what's more, the originator of GFW, Fang Binxing (http://en.wikipedia.org/wiki/Fang_Binxing), once admitted to use VPN tunnel himself.
