What might you recommend for a CMS or other existing tool that we can adapt for teacher lesson planning?

Our new non-profit is developing high quality instructional resources and a web-based lesson planning tool to help beginning science teachers put these resources into practice. **We're looking for an off-the-shelf CMS or some other tool to build a working prototype of our web-based lesson planning tool. ** Our long term vision is to probably have to develop this from scratch. Yet, we need to have something working to show to funders and teachers to get feedback on the idea. You could kind of think of this as a turbo-tax model of lesson planning. Or you could also think of it as a fast food menu with options for the side (fries, salad, etc). Would anyone please have any suggestions for a platform that might be existing that we could use or slightly modify to do the following? 1. Teachers will select from limited choices of different activities that we have developed 2. Teachers can then customize each activity they select by selecting choices of extensions (e.g. to integrate instructional technology) and accommodations (e.g. for special education) 3. When they are done with the lesson planning tool, teachers will have their own custom 'teacher guide' Eventually, we'd like the ability for teachers to provide reviews / suggestions for reviews that can be used by our editorial staff to improve the content. We'd also love to have something where there would be a student guide that mirrors what the teachers have created through our tool, that would have handouts and resources. Thanks for your advice!

Check out Moodle and Canvas. They are both open source. I am currently building a Teaching Program Management Tool with Moodle. It has good and extensive documentation and a large community but it still is very poor on the usability front. Though it has a workable back end it is just quite outdated on UI, I believe with a understanding of UI and UX requirements Moodle will be great.
