It depends on who is doing the sending. Are you renting or buying the list? Either way it is never a good idea to buy/rent lists. The results will never be good and never worth the effort/money you are investing in such lists. The best thing you can do is start building your own list. It is a slow process but in the end you are going to see x1000 better results.
