Can cruise lines charge different taxes for the same cruise

i booked a cruise a year ago they charged me 400.00 in taxes and fees now the price of the cruise has increased and the people only are paying 189.00 in taxes and fees for the same cruise. The cruise lines says the ports lowered their fees.. so now they are profiting on taxes, they will not refund me the tax even though they have not paid them yet
