Is third-party ad retargeting ethical?

• Ad retargeting is when you track users who visited your site (site A) and show them your ads on another site (site B). This could be considered unethical since users never gave their consent to be tracked, but is nonetheless widely practiced. But third-party retargeting would asking *another* site (site C) to help you track users and then showing them your ads on site B. So they never visited your own site (site A) in the first place. Would you still consider this ok, or is that crossing the line?

  That's a good question. Depends on how you define ethical I guess. In the 2 scenarios you highlighted, publisher A and C have an obligation to let visitors know type of cookie data is collected. And any behavioral targeting company (at least the major ones) are members of various industry organizations that have strong disclosures policies. The Network Advertising initiative (NAI) is one of them. As a member, every year we go through an extensive audit where we need to reach out to our publishers / advertisers and make sure customers: 1. Are aware of the type of data we collect and how that data is bing used 2. Give an option for customers to opt-out from any behavioral/ retargeting campaigns  Doing the right thing from a compliance stand point is never enough. We spend a lot of time educating clients on things like frequency caps etc. No-one likes to be stalked!!
