How to pronounce a Russian "e"?

Whenever I see words in Russian, sometimes I notice that the "e" is pronounced "ye" (like YEs) and sometimes it is pronounced just like a regular "e" (hEllo). How do I know when to pronounce it like this? Also, I am not talking about the letter "Ñ", but specifically "e". Thanks in advance!
