Does anyone know the "statistics" site?

Does anyone know a site or even an individual programmer that can create a site for hire?

I want to create a special dating site for people in my country. i have a done a feasibility study so i know it can work. The problem is that am not a techie and hiring a person on a permanent basis is beyond my means. So i was wondering if anyone knows any site that develops custom sites and hires them out for a monthly fee or a share of the revenue. i had considered popular cms options like pligg but these too require some technical know-how so they might not help me. Am open to any suggestions including individual programmers
