Income tax in France?

How are Social Security benefits declared on French income tax return for a U.S. citizen residing in France?

  • On the Declaration for Revenus (form 2042), I am not sure how to deal with U.S. Social Security, including family allowance where children receive benefits that are not taxable in the U.S. The Convention (tax treaty) between the U.S. and France (found on irs.gov website), Article 18 (Pensions), 1 b, seems to state that SS pensions are only taxable in the U.S. Yet, under Article 24, Relief from Double Taxation doesn't seem to expound on how to deal with Social Security, especially child benefits that are not taxed.

    My recommendation is to use one of the services that specialize in dual filings. The US Embassy in Paris might have a list of such firms. It would be very useful for you to use one such firm at least for one year's filings so that you can see how it all works.

the SS benefits paid to the children are not taxable income, they are entirely for the support of the children
