If someone embezzled over $100,000.00 from Housing Authority and the mayor found out about it but didn't have that person arrested and charged with embezzlement as long as the money was paid back can that person still be charged with embezzlement now? It happened within the past 10 years. The person embezzled money from Housing Authority over the course of several years.
