Should be able to, I got a really old pc with 756mb of ram and I manage to run it on low to medium with little lag..... so you should totally be able to. Hope this helps! Have a nice day! :)

Runescape is not really the most graphically intensive game.... You should be fine with even an old computer.

30-40 fps, they did a engine update that doubles most low-end computers fps rates anyways around a month ago.
