Are jobs on websites like monster really available?

  • Recently, I've been looking for work on a popular job listing website. A couple weeks ago, I noticed there was a job posted that was already promised to my friend. I texted him that the position he was training for was posted on the internet. He told me that the company had to post all open positions on this third party website and that they weren't actually considering the other applications. Sure enough, he still got the job. Let me be clear, he already worked for this company and was promised this promotion weeks BEFORE they posted the job. Why do companies have to post job openings on third party websites if they already know who they are going to hire? Is there anyway to know when this is happening? I spend a lot of time changing my resume around and filling out applications, and now Im wondering if these companies are even really going to consider me. I hope this isn't a common practice.
