Psn Purchase Error 80023163?

Ok Sony has now officially f***ed me. The deal is I went to psn store and added funds to my account with a visa debit card. It worked fine! But now when I try to buy something I get the error mentioned. The funds were 70 euros wich is A LOT to me. I can download demos and anything that I bought beforehand. Are my 70 euros gone now? And please don't tell me to call customer support.
