WIndows 7 time and date settings problem.?

Everytime I reboot my pc or I start it, the time and date settings goes back to 2002 and time goes back to the start, Someone told me that I need to change my mobo battery, I've done that. but still this issue still happen, Also my another problem in my pc is everytime I turn it on, the monitor takes about 50-60 seconds to show up the screen ( I remember I had change the video card and power supply before this things happened) pls help my pc is intel e2180 dual core 2.00ghz

You said it happened after changing your video card and PSU. Try disconnecting and reconnecting all power cables to the motherboard. Reseat your video card too. Sometimes there's also a power cable that is supposed to connect directly to the video card. You may have missed something.
