What Nintendo (NES) game is this?

I played this game on the original Nintendo system. It was some type of military/cop game. In one of the first levels, you shoot at a building that has yellow windows. In these windows these little grayish/black silhouettes pop up and you basically try to shoot as many of these "bad guys" as you can. In another level, you are in a room and you must shoot all these bad guys, and I remembered that there was a small, circular map at one of the bottom corners of the screen. Looking back, it may have been a little ahead of it's time. I know for a fact I'm NOT talking about 'Operation Wolf' although that was such a great game that I played a lot. Any help would be appreciated.
