Answer:
Elements doesn't have those "blending options" but there is a work around. Elements also doesn't have Color Balance but there's a work around for that, too. Blending options: make the lines, select them and use CTRL+J to put them onto their own layer. Use the Bevel options in the Layer Styles Panel to give them some 3D. Click the little fx that appears on the right side of the lines' layer to adjust - although Elements only allows the size and up or down to be changed. Use the Blending Modes at the top of the Layers Panel to "blend" the lines into the face below them. Try Overlay, Soft Light and any that look interesting. Pick the one that does the best - not the perfect job of it. Lastly, use the Opacity setting at the top of the Layers Panel to adjust the "look" of the lines. Lowering the Opacity will make the lines look like they belong on the face. Color Balance: Duplicate the layer with the face on it. On the copy, use Enhance>Adjust Color>Hue/Saturation. Checkmark "Colorize". Use the "Hue" Slider to find the ickiest color for the skin. You might want to move the Saturation slider a tad to the left if the color is toooooo "thick". Use the Blending Modes and the Opacity adjustment at the top of the Layers Panel to make the colored face blend smoothly onto the normal face and give it a little icky color.

There are many ways to do blending with Photoshop. Here is a tutorial I wrote that you can do with your version. http://www.flickr.com/photos/florida_photo_guy/sets/72157603983119195/ Another method for quick blending can be done with one layer over another, put a layer mask on the top layer then use a soft brush on low opacity to bring up features from the layer underneath. This is done by painting with black. If you mess up you can correct it with white.
