Is there any way to check missed calls that dont show up on cell phone missed calls?

When your cell phone (Samsung in my case) is turned off, and someone calls and doesnt leave message, it doesnt show up in missed calls on your cell phone. So is there any possible way to find out if someone called? I asked this before and someone said carrier log, and I have no idea what that is OR how to go about checking, could someone please help me

Answer:
On most network the message is that person phone is "the person you are trying to reach handset is switched off" So if you switch your phone off you have NOT missed a call, in the same sense as you can't make a call either If the call is important activate your Voice Mail / and the other options are too easy
