Answer:
There are three main surfaces on watercolor paper. Hot press is completely smooth. With a wet surface, watercolor can travel a long way on the paper. Cold press (some call it 'not' as in not hot press) has a more textured surface. There are slight dips and valleys in the surface of cold press paper. Watercolor will deposit more pigment in these dips and give a different feel than hot press paper. Rough paper is extremely textured. This is what you use if you want a rustic feel to your painting. There is another texture called Soft press. It is only made by the Fabriano company in their extra white paper. It has a velvety feel to it, sort of a cross between hot press and cold press. It is my favorite paper to use. That said, it's not so much the paper but the technique you use when watercolor painting that gives the blooms and runs. Watercolor will run when the paper is wet. The paint will spread to wherever there is moisture. The more water on the paper the further the paint will run, until it becomes too diluted. Rough paper is not ideal for this. The surface is too mottled to allow for much spread. The paint just falls into the dips. With hot press paper the paint will run furthest because there is no surface resistance. That's why I like the Soft press paper from Fabriano. It is not as smooth as hot press, but it also doesn't have the dips and valleys that cold press has. To me it is like velvet. There is a product that is a synthetic plastic like material which has been used for so time as a watercolor surface. The commercial name is YUPO and is sometimes called Yupo paper. The surface is smooth and the paint can run. This might be what you are thinking of. I have some but have only tried it once.
