How to apply for jobs from India?

One of my friend who has got his green card is in india now. Can he apply for a job in US from India and then come over? Can he directly apply to company in US directly ?

Over 31 million Americans are currently looking for work. The real unemployment rate is 22.5%. Unemployment is expected to rise further. E.g. HP just announced they are laying of 25,000-30,000 emplloyees. If history repeats itself, they could be laying off closer to 40,000. All he can do is submit applications to employers who post job openings. What are his qualifications and credentials? Education - which degrees from where in what field? Experience? Specialized expertise? The last thing the US needs is another Indian job hunter, even if he does have a green card. Jobs are scarce; bodies hunting for them are not. India is hiring, US is not.

hardly they want him in the US to be interviewed he has to apply direct to the us company
