I just download a Google Chrome Theme?

I just download a Google Chrome Theme but it's not fully showing,It's a Mindless Behavior Google Chrome theme. I had it before but then I loaded a software so now I had disappeared so now I am trying to download the theme again It's not fully showing like themes are meant to its not the toolbar that's showing.
