Engine assisted bicycle in PA. Is it legal to ride on the road?

I want to build a motor bicycle, and not because I am lazy... I ride a lot, but I think making a cool looking motor bicycle would be a fun thing to do. I am always looking for new projects... Anyway, Would a bicycle with an engine be legal to ride on the road in PA? What about an electric one? If it is legal, what are the limits, How much displacement, how much horsepower, how heavy? I guess I am asking if a motor assisted bicycle would still be a bicycle under PA law. It would still have pedals, just picture a moped, but cool.

It is legal to own, you can operate it on private land. depending on areas it might be illegal. check with local police department (2+ different times and officers) you have to still follow all laws of the bicycle drivers manual. you need to register it (to make it street legal) a State Driver's License (any engine over 50cc a motorcycle license) and Lights (all motor vehicles needs lights) PA Bicycle Driver's Manual (read it and follow all rules) http://www.dot.state.pa.us/Internet/Bureaus/pdBikePed.nsf/infoAcknowledgements?OpenForm Bikes have to follow all rules of the road. (major rules broken are as follows) -riding on right side of roadway (at all times, not just when convenient) -no riding on side walks (nothing over 5-7 MPH, only children permitted up to 10years-old) -stopping and waiting at red lights -lights(front rear) at night and in poor visability (wet roads, cloudy, construction zones) -helmets (children 12 & under) PA Driver's Manual http://www.dmv.state.pa.us/drivers_manual/pa_driversman.shtml

I would get the state law and be sure of it -- especially if it's a matter of you riding because of not having a driver's license. I'm in NC, and I had a scooter and all the dimwit cops gave me hell for not having a license or a driver's license, but I was perfectly legal. So know your law VERY well before you buy one.
