Where do people learn elemental magic?

  • I mean.. Is there a place where people professionally learn it? Like.. They've spent their whole life learning it? where will I find such people?

Magic is not a profession. Most people learn magical practices through book learning. Some are part of magical organizations. Most real magical practices also has a spiritual component, and that sort of esoteric understanding is not something you learn in a classroom. I'm not sure exactly what you mean by "elemental magic." People unfortunately apply fairly arbitrary adjectives to magical practices, so without explanation I can't be sure what you're referencing.
